If you need to check if the SyncUser has an active Throttling Policy, use this guide.

How to

• Open the Exchange management shell
• To retrieve which throttling policy a user has, run the script Get-ThrottlingPolicyAssociation <Domain\Synchronizer User>

This will display the ThrottlingPolicyId and Name

• To open the throttling policy, run the script Get-ThrottlingPolicy <ThrottlingPolicyID>
• Check the value "EWSMaxConcurrency"
